Section 211.37 of the Michigan Compiled Law requires the Charlevoix County Board of Commissioners, at its annual session in October, to ascertain and determine the amount of money to be raised for county purposes, and shall direct the spread of taxes expressed in terms of millage to be spread against the taxable values of properties.
